Border state question

Good morning everyone. I had a couple of Border State questions.

1) Was Delaware a Border State "in name only?" Did it provide any regiments to the Confederacy? Were there any notable CS Generals or Admirals from Delaware?
2) Had the Border States formally gone Confederate, does it move the needle in any material way? Or did people just pick their sides and it didn't really matter what flag the state legislatures adopted?

Border State in this sense is just a term for state where slavery was legal, but didn't secede. Most states that did secede also had union regiments from them and normally they aren't considered border states.
