What type of uniform do you think this guy is wearing? In the bottom of the picture he appears to be holding some type of hat

The "bars" across the front of the jacket/shirt are called Hussar Bars.

These appear to be homemade.

Perhaps from a Military School or a State Guard of some kind or maybe a band/music unit.

I think he is kinda cute in his what appears homemade "getup". That is Southern slang ya'll. That was for Union Blue to show him I know how to speak the language!
