Are there any dry eyes in the house?

Wow! Kind of odd that the child did not know his address, so that he could ask for help getting home. But those were different times.
I was wondering that, too. A 6-year old should be expected to be able to communicate these things to a police officer, or a churchman, or someone presumably reliable. But, a lot of things "should" be that aren't.

Well, the last sentence ruined it for me. The German family sending the mite out to beg, then taking the money to provide him with the necessaries of life without (it would appear) making efforts to find the boy's identity.

Maybe Baltimore is a place where it's easy to get lost ? The black sheep of my family apparently ended up there and drank himself to death, excluded from wills and recorded family history.
