Discussion Why Engineer Iron Shipments Out of Charleston 1865?

From January 13, 1865 through January 28th, the Chief Engineer of Charleston and S. C., Maj. Wm. H. Echols, shipped about a dozen car loads of iron bars and bolts out of Charleston. All but one shipment went to Columbia, SC (the odd one was sent to Augusta, to be held awaiting further orders from Maj. Echols). Only 2 cars are listed with Engineer tools and equipment.

What I am looking for is the order that caused this evacuation of so much iron. It appears to be Engineer Dept. iron, not Navy, Ordnance, Iron Bureau, or QM iron. Was this removal ordered by the Engineer Department in Richmond? By the Department Commander? Or was it just moved on the initiative of Maj. Echols?
