Why didnt Jeff Davis send more man power to Vicksburg and other areas in dire need?

I think it is pretty clear that Davis didn't have any men to send to Vicksburg at the time of Grant's crossing the Mississippi south of Vicksburg to Champion's Hill both Pemberton and Johnston were defeated and fatally separated at that battle and there was no way and no troops to send to Vicksburg. Johnston was too weak and Bragg too far away.
 
Where were these reinforcements suppose to come from?Did any of the Western command have any intelligence on what forces that Grant had?Was Davis in one of his romantic dillusional states? The ideal that Pemberton could "FIGHT "his way out was simlar to telling the Christians to FIGHT their way out of Constanople with the Turskish army just hoping that they would do that.The hardest part to acceept is that Pemberton surrendered a whole army .I wondered what Johnston did when he heard Pemberton's surrender?What the Confederate army could have done with it.Would Sherman been free to do his march or would have stated in the West?

Davis' dilemma was simple: Vicksburg needed to be held at all costs. Richmond needed to be held at all costs. Chattanooga needed to be held at all costs. Mobile needed to be held at all costs. Charleston needed to be held at all costs. It all cost too much manpower.

Lee could have postponed (or maybe cancelled) his plans to invade Pennsylvania and let Longstreet go reinforce Vicksburg. Lee had too much confidence that the Mississippi climate would do the job for him.

The issue that seems to be forgotten is that the Confederacy had no central command of the military operations. The Union had the means to move troops aka trains where ever they were needed .The Union apparently had a much more organized ordnance department What train system the CSA had did not connect to other lines or had been destroyed. Grant was given over all control of the armies both East and West.Lee had only the army in East..Stanton was a much more able Secretary of WAR than Seddon ,if he did actually did manage that department.Question; Could Lee had command both theaters with the limited forces and ordnance that the Confederacy managed ?

After being constantly told that they needed more man power at Vicksburg at the surrounding areas. And having said that they needed to protect Vicksburg at "all costs". Why didnt he do just that!!

They knew that eventually that the federals would attack Vicksburg sooner or later.

What do yall think???
Why would any general or send more troops into a fort that was going to be taken?
