One could certainly nominate Jefferson Davis for firing on Ft.Sumter and unifying the North like no other politician could.
Quite a few of our more astute posters have argued that over the years.

President Lincoln's detailed political approach in the first year of the war was important.
Grant and McClellan, were significant for different reasons. Grant provided a key combined arms breakthrough.
McClellan organized an army which survived fighting against the Confederacy in its best theater, with its best soldiers.
The first several battles in Virginia and Maryland were probably not going to be easy successes under any commander.

In the world, PM Palmerston always had one more excuse why Britain should not require mediation. He and Lord Russell always came down on the side of not quite yet. While pretending that recognition and mediation were imminent.

I nominate, "The Fighting Bishop," Leonidas Polk who convinced Kentucky to join the Union and taxed the patience of every commander who had the misfortune of having Jefferson Davis appoint him to his command.
I've added him to the list.

Arguably we can again nominate Jefferson Davis. The Confederate 1862 Conscription Act caused a massive amount of internal resistance to the Confederacy. I have a thread" Did Conscription help or hurt the Confederacy?".

Lincoln. He was the reason we went to war and his resolve was the reason the Union won the war. He simply would not allow the Union to be fractured and was willing to do whatever it took to accomplish it.
