What kind of buckle is it?

This buckle was found 30 cms below surface in an archeological site. The back of the frame is raised to about a 120 degree angle. There is a slight rectangular elevation on it, but I cannot discern any lettering. I wonder if it was part of horse tack ?

It's obviously off a pilgrim hat. I don't know why they had hat buckles but its gotta be one of those.
