No, Lincoln chose to resupply Fort Sumter after consulting with his cabinet, General Scott and others. Some- including Scott- were apprehensive about the possible repercussions. Others supported the move as necessary to sustain the garrison and retain possession of Federal property in the face of armed threats. Warships were used for the mission as a contingency: the last attempt at resupply by an unarmed merchant ship was fired upon.
