Was the Confederate Income Tax helpful or harmful to the war effort?

Good, Bad how to rate it. What are your thoughts.
Since the Confedrate curreny had a high rate of inflation it wouldn't make much of a difference. Since the main income source for foreiegn currency is mostly cotton exports and such exports decreased drastically since mid 1862 the income tax would only marginally assist the Confedracy in financing it's war.

There had been a tax on Negro slaves, at least in North Carolina in 1860 that the Governor had complaint of the inequality due to it, with residents that lived in the western mountains of the State. I don't know how it came through Congress as a bill, but it should be written in their Constitution, and certain Governors should have correspondence that were published to Richmond concerning it.
