Was it the Boa Constrictor Plan or The Anaconda Plan?

Was the original name the Boa Constrictor Plan, and if so, why the name change?
 
From what I can find , Scott didn't call it the "Anaconda Plan" . This seems to have happened due to the famous "Scott's Great Snake " newspaper illustration . It became popularly known as the "Anaconda Plan" , but the snake in the illustration is certainly not an anaconda .

I think anacondas were probably the largest snake that most Americans would have heard of at the time . They are larger than boa constrictors , but not the longest snake . Perhaps it should have been called the "Python Plan".
