The objective of the union was to recover territory and the objective of the confederacy was to survive. Given these objectives how well did each side understand the general war strategy that their opponent would use to achieve their objective. Example was Davis/war dept well informed about the Anaconda plan and did it inform their decision making. Same for Lincoln/war dept.
Would like to have been in the room when Davis/cabinet are discussing what to do about Sumter. Who knew what and when did they know.
We want our leaders to be wise and well informed but all too often it is the opposite.
