Union Hospital Perkins Plantation/Millikens Bend

Does anyone know what month it was established?
My best guess would be February or March 1863. Grant took command at the end of January in that area and established his bases right after that. Wounded from Chickasaw Bayou and Arkansas Post did not go to Milliken's Bend, rather Memphis, Cairo or St. Louis.
 
The hospital at Perkins' plantation likely refers to Somerset Plantation - owned by John Perkins. You can read some about it here.
 
After somewhat reading the attachment it appears to me that the Perkin's plantation cited in not at Milliken's Bend but much far south. While still on the western bank Louisiana side of the Mississippi River it seems located at that point where Grant's Army came across the Mississippi River into the State of Mississippi after a black slave convinced him the road were very good in that area. The reason I proposed it may be a Freedmen Hospital is that the Negro Brigade being formed there is composed of all Freedmen which leads one to assume a hospital was started there for their services.
