What is this? Un-identified shell

Shell was given to a former co-worker, in the Chattanooga, Tn area. He gave it to me, I cleaned it up. And can't not find any information about it at all! No one I know can give any advice as to its make or origin.

Interesting shell but its not a CW piece. The hole all the way thru is not of the period.
