It has an effect on the nerve in the tooth, that's why it causes laughing, it affects every other nerve near the tooth as well. I don't know the exact process though.@Kirk Womack do you know why the ammonia would cause "nervous laughter"?
Believe it or not, this actually works quite well! I wouldn't use household ammonia though. You'd have to find pure spirits of ammonia, and that's a bit hard to come by nowadays.
