Tomorrow is the probable anniversary of the Confederates silently marching out of their Vicksburg camps, either to go to parole camps, or to disperse to the homes, with or without furlough in July 1863.
By not taking them away from the states of the Southwest, General Grant gave them the maximum temptation to go home for good.
Once the Confederate army in Vicksburg had surrendered, the likelihood was that sooner or later the Confederates would be returned to their proper alignment with the United States.
Allowing them to surrender and disperse was the first step in showing the respect and kindness that was the best possible encouragement to good relations.
