This article appeared in Charleston Courier right after the war began. I only include the second half of the article. It purports to be from a New York correspondent. Like many Southern newspapers it depicts Northeners as blusterers who would fight to the last immigrant.

The New York Herald, referenced in your article, was a Democratic, Know Nothing newspaper at this time. It surely had correspondents in the South and it's no surprise they would call out Lincoln's "use the immigrants" strategy.

It turns out that was what Lincoln did, so it's hard to say the portion of the article you chose to post is wrong.
