On January 23, 1869 the Senate received from committee what would become the 15th Amendment. I though you might like to read some of the preliminary discussions of the 15th Amendment. Full debate was delayed. You will see that there was an attempt by Sen. Pomeroy to amend the amendment by making voting gender neutral.

I will post the discussion over several posts. The materials come from the Congressional Globe beginning on page 541.

Trumbull worried that the Senate would bog down in debate and neglect a lot of other bills if the Constitutional Amendment were debated right away.
