Rating ACW generals is a fun and frustrating exercise! It is hard to have a single number cover all the variables:
battle winners? campaign winners? inspiring leaders? able military administrators? independent commanders? reliable subordinates? good learners as the war continued? &c... Many good strategy games rely on systems where a general has numbers in several categories - some of which are affected by changes in status (simulation of the infamous Peter Principle). That way, Bragg (for example) could get an A in administration, a C in tactical ability, and an F in inspiring men and forging an effective command team. Or Longstreet as a subordinate corps commander would indeed by a 9 or 10, but come in much lower as an independent commander.

One of my favorite quibbles on poll's such as this, is rating Grant and Lee evenly(when not rating Lee higher) when, objectively, the record shows a slight but definite superiority of Grant.
As I have noted on other threads on this subject, Grant's range of successes was spread over a much wider ranges and areas of competence than Lee. As only one example, Grant was uniformly successful, in all the major Dept's of the war from Ms through Ky to Va. during that time met and defeated most of the major confederate generals, who faced including Lee.

P.S. If ten is to be considered 'perfect', I agree with Aussie Billy Sherman, since no human being can be perfect, none can be a 10.
