Post War Memorial Day Parade?

Does anyone know anything about post-war boy's clubs which had anything to do with the CW? This photo would be from either Tamaqua or Schuylkill Haven, PA, I'm sure part of a Memorial Day parade,around the time of WWI, I THINK. In fact, it looks to me like the boy on the far right, bottom, holding a flag who is not in the parade is wearing a WWI type headgear himself, looking a little disgruntled at not being with this lot. If he's not, it could be a little earlier- there's a woman in the back ground wearing clothing which could be sooner, not sure. At any rate, what on earth is all this about, does anyone know? There's an older fellow marching with them, I wonder if the GAR might have had something to do with it since the Schuylkill Haven area GAR was quite active. I just can't date this, unless that boy's hat is a play helmut, WWI era. Kepis, swords- ? . It could be earlier, like 1910 or so, because of the box this was in, just have no clue.
