Post 1861 Peace Convention, were there any other attempts to bring seceded states back into the Union?

My argument is that if the war hadn't started at Sumter maybe the Confederacy could've stock piled arms, built up the rail roads, and won support in the north for not starting the war. What if Lincoln was the one to start the war with an attack? Or invasion? The south could've won sympathy.
Lincoln DID start the war with an attack, by sending 30,000 troops into VA to punish South Carolina for trying to get a Yankee controlled fort out of their harbor at Charleston. After the firing on Ft Sumter, which killed nobody and lasted 2 days or less, Lincoln waited 3 months to invade VA. He didn't have to invade. He could have waited longer, no? What's the rush. He'd already doubled the size of his foe simply by calling for troops right after Ft Sumter, including calling on the His biggest mistake was his call for troops, issued 2 days after Ft Sumter, to suppress the "rebellion." This act alone caused VA, TN, NC and AK to join the Confederacy w/i days if not weeks. This doubled the size of the CSA and virtually guaranteed that if'n Lincoln did march into the South, anywhere, people would die, perhaps unnecessarily.

Most of these states promptly joined the CSA, thus doubling its size and virtually guaranteeing that if Lincoln did march into the South, anywhere, people would die, and perhaps unnecessarily.

Fort Sumer was fired on in April. US troops occupied Arlington Virginia in May. So not sure what you mean by "waited 3 months".

Rebels had already gathered forces in Virginia, so why wait?

Wasn't Arlington still part of Washington DC at the time, so, technically, it doesn't count, and that hardly constituted an invasion like Bull Run.

Bull Run hardly constitutes an invasion.

Arlington as well as Alexandria had been returned to Virginia more than 10 years before the war.
Both were occupied by US troops in May. US troops also moved into western virginia in May.
