Missing Texas Regiments

I have been looking through Ranger95 to gather information on certain regiments taking part in the Trans-Mississippi theater. I have noticed some peculiarities, such as the jump from the 12th Texas infantry to the 14th Texas Infantry Regiments. 13th is skipped entirely. Was this a regiment that was not formed properly? Was this an error in the bureaucracy?
This may also apply to other states with many regiments that failed to form: Georgia has the 33rd and 58th which failed to materialize, for example. Virginia had regiments like the 20th Virginia which was scattered in actions early in the war and never reformed. I bet there are examples in Arkansas and Louisiana and other states of this occurring

13th Infantry Regiment was organized during the fall of 1861 and included Bates' Texas Infantry Battalion. The unit contained artillery, cavalry, and infantry companies and was reorganized several times. Attached to the Trans-Mississippi Department, it served in Texas guarding the coast between Galveston and Matagorda. In April, 1864, the regiment contained 18 officers and 334 men, and in April, 1865, there were 392 present for duty. It was included in the surrender in June. The field officers were Colonel Joseph Bates; Lieutenant Colonels Reuben R. Brown and Henry P. Cayce; and Majors Robert L. Foard, Stephen S. Perry, and Lee C. Rountree.

Alabama: 52nd, 64th
Arkansas: 40th, 43rd, 48th
Georgia: 33rd was actually FTCO, under Colonel Asahel Littlefield, who later became LTC 8th Battalion. 58th
Virginia: 35th, 43rd (FTCO both)

What surprises me often is that some states (like Illinois) revived FTCO regiments, while others (like Indiana) didn't, and just moved on in the numbering system.
