Interesting receipt but I am having problems reading it.

So if I skip the heading I come up with:

This is equipment for the 1st Michigan Three Month Volunteer Infantry Regiment and 2nd Michigan volunteer infantry Regiment. It was the intention of Michigan military officials was to include an artillery battery to the 1st Michigan Three Month Volunteer Infantry Regiment but this receipt seems to not show any items for the artillery battery (200 company letters of A to K).

My interest is what these two regiments wore at the First Battle of Bull Run. According to photos the enlisted men wore company letters on the front of their caps but no brass bugles insignia. This receipt seems to bear out that detail as no brass bugle insignia was purchased.

That makes sense, Brass Inf Bugles for a kepi especially at .63 each.

What is the name of the BG at the top right?

it appears to be Brig. Gen. J. H. Fountain and this would be Brigadier General Jabez H. Fountain who was the Michigan Militia Quartermaster General at the start of the War. At the bottom left that is Lt. Col Henry M. Whitlsssey. Lt. Col. Whitlessey was sent to New York City to purchase uniforms and equipment for the first two Michigan Infantry regiments. Unable to purchase complete uniforms Whitlesssey purchased cloth to make uniforms and other military items.

Thanks. I looked up General J. H. Fountain and found nothing with Google.
 
One of the uniform receipts for the same Michigan regiments. Note the stable jackets for the light artillery battery which was to join the 1st Michigan Three Month Volunteer Infantry Regiment.
