Can the book itself be understood by the average man on the street who doesn't necessarily have an advanced degree from Harvard Law School?
 
Yes, it can, though if you are unfamiliar with James Madison's writings you may be slowed down by some of the references. It's a good book, but my complaint is that it is not nearly detailed enough. The notes point the way for further research, and I agree with Neil that it is well worth the money.

Cash took the words right out of my mouth. The book can be understood by the average man on the street and it's contents will lead you to many other interesting subjects and topics on the internet and other sources.
