What I see is a large, single letter on the left; it has a beginning hook, followed by a vertical loop (possibly a second loop after; they are both above the ink smear); two to three more letters followed by the "T" (that letter is definite); the remaining letters (possibly two) trail-off at the end. The word cannot end in "L" or a similar tall letter. It has to end in a letter that is shorter, and naturally trails when writing in script.
I'm also inferring that this officer is attached in some way to the Confederate Mississippi Department, as a cavalry officer.
My guess is that he's Major General John A. Wharton.
