At the end of February 1869 the 15th Amendment giving equal voting rigts to Black men was passed by Congress and sent to the states for ratification. In Indiana and several other states there was fierce opposition to the Amendment from the Democratic Party. The New York World reprinted a letter from the Indiana Democrats explaining why they opposed the change in the Constitution. The World was a conservative paper aligned with the Democratic Party.
