Taken from Some Observation of an Illinois Soldier on His Uniforms and Equipment, 1961 by Ken Baumann published in the Journal of the Company of Military Historians, Summer 1996 issue.
"11 October: Drew new hats, we don't like them, they are grey with the sides turned up so they can be buttoned to the crown on each side, with a kink of beak in front. Austrian hats they call them."
"24 October: We bought red caps to wear instead of those Austrian hats."
The above is from the diary of George Carrington who was in the 11th Illinois Infantry Regiment. Any thoughts on exactly what the Austrian hats were?
