How Southern many white men joined the Union Army?

I am reading the book Lincoln's Loyalists Union Soldiers from the Confederacy by Professor Richard Current
North Eastern University Press . In the appendix he gives his reasons why he estimated 104k men joined the Union Army. This figure does not include home guards and Unionist guerrillas. Current does not count men from the border states (although the CSA claimed Mo and Ky has their own states) just the 11 CSA states.
The US Provost Marshall credits the following states contributions

These figures only include enlistments. Southern white men had little opportunity to sign up for the original three month regiments and many could only sign up later in the CW when their states where liberated.
In the "federal roster in Tennessee in the Civil War (1964) 39k men are listed including members of the "National Guard" who where federaly funded Tn militia vs unpaid home guards not listed. East Tn supplied 30 to 40 k men alone plus 7k men who joined out of state Union regiments. When the CW started many Tn men fled to Ky to join what ever unit they could rather then wait for Tn units to be formed. Therfore an estimate of 42k is reasonable.
Wv and Va is a bit more complicated because there wher a lot of men from Oh an Pa thatenlisted in Wv units . On the Other hand many men from Va that where in Va units where sent to out of state units therefore Current estimates 30k men from Va and Wv.
Many men from Ar joined out of state units especially from Mo so Current estimates 10k men from Ar.
When Gen. Butler liberated New Orleans he estimated 1,200 La men joined the various out of state regiments. Other La men joined other out of state units so Current estimates 7k men from La.
Approx 2k men from Nc joined out of state units so Current estimates 5k men from Nc.
In Al of the the 2k men who served in the 1st Al cav half where born in Al the other 1k in other Southern states. many Al men joined out of state units so Current estimates 3k men.
Ga had a battalion of 200 Unionist troops plus 200 who joined out of state.
Currents estimates are

Plus 2,700 galvanized Yankees who one can argue had a choice of either starving in a POW Camp or experiencing the warm balmy winter weather of Montana but the CSA also recruited from their POW camps.
Again Current does not include informal Unionist militia groups or guerrillas.

My Landrum cousins from Jones county, Mississippi started out as guerrillas with Newt Knight, then joined the Union army in Lousiana.

That was quite common. The 2nd Fl was composed of former guerrillas by the USN. Quite a few deserters joined various Union regiments . The 1st Al and Ar stand out among them.
