Is this a reference to tariffs?

What is the basis for Semmes' claim? He was a Navy officer so I don't imagine he had much to do with federal government finance.

Is there any basis for his claims? It's particularly interesting he doesn't refer to four Deep South states, but rather two Deep and two Upper South.

he is referencing a speech made in 1828 by Senator Benton of Missouri. at the time the other deep south states were not as developed

Benton was arguing for a theory on the relationship between imports and exports and since those states did most of the exporting at the time, they supported the import trade which funded the government through tariffs
