Sherman thought he was off "politicking" and trying to seek advancement. So during the Atlanta Campaign when Hovey was on leave General Sherman broke up his division. So being a general without a division Hovey was assigned to recruiting duty.
 
At Cornith Hovey commanded the 1st brigade in Lew Wallace's 3rd Division. By the following January he commanded the 12th Division in the XIII Corps of the Army of the Tennessee.
