Herrick had previously published articles in favor of the 13th amendment. In Exchange for his "Yes" vote Lincoln was to appoint Herrick's brother as a federal revenue assessor. The appointment was never confirmed due to Lincoln's death. But he was one of the few Democrats to vote for passage of the amendment.
