As for the picture, I'm surprised no one has recognized the belt plate. It looks an awful like Beauregard's.

(Also pictured is one of the excellent reproductions from Hanover Brass, I couldn't find a picture of the real deal.)
do you have any information on the use of this?

It's a French Second Empire buckle ca. 1856 - 70; and Beauregard wore one on the uniform of his displayed in the Confederate Museum in New Orleans.
