In December of 1864 Goggin was appointed Brigadier, then for whatever reason the appointment was revoked and cancelled. He then returned to Kershaw's staff. One possible reason for the cancellation was his being a Virginian to be in charge of South Carolinians. Any other therories or reasons as to why the cancellation?
Probably because Colonel Kennedy of the 2nd South Carolina was considered a better candidate for promotion.
Wasn't unprecedented for a mere major to be promoted to Brigadier. I believe that was how John M. Jones got his stars.
