February 28, 1818 - New York passes a bill requiring state banks to pay debt in United States notes or specie (hard currency).
February 28, 1821 - House passes the public land debt relief bill. Most of the opposition comes from the North, where few had engaged in the speculation that created the problem.
February 28, 1825 - Quincy Adams Gillmore born, Lorain County, Ohio.
February 28, 1827 - The Baltimore and Ohio Railroad is chartered.
February 28, 1854 - Republican Party formally organized in Ripon, Wisconsin
February 28, 1859 - Arkansas passes legislation requiring free blacks to chose between exile or slavery.
February 28, 1861 - The US Congress votes to create the Colorado Territory.
February 28, 1861 - North Carolina voters reject the call for a secessionist convention by 651 votes.
February 28, 1862 - Ford closes the theater for renovation
February 28, 1862 - April 8, 1862 - The Battle of New Madrid / Island No. 10 - After withdrawing from New Madrid Confederates control Island No. 10, blocking shipping on the Mississippi. Over 5,000 Confederate soldiers on the island surrender to Major General John Pope on April 8.
