This is a locally made enlisted engineer frock coat. see any thing odd about it? This is a MAC (now Michigan State University) student. The collar appears to have welting (lines of sewing) on it to help keep the collar upright. Looks like state buttons. Note the detail at the underarm to give the sleeve extra room.
