No Davis Administration 'Grand Strategy' exists in surviving official records.
Was there an official 'grand strategy'? What was it?

Actually, James McPherson took a hard look at Jefferson Davis in his 2014 work, Embattled Rebel. McPherson admitted to himself Davis had done a better job than even he had realized. I'll see if I can dig out some of the material during the week.
 
I recall a "defensive-offensive" strategy, meaning generally trying to hold on to territory, while taking advantage of opportunities to take the offensive.

A pressure on Davis was members of the Confederate Congress from the slave states occupied by federal forces. I seem to remember that he never really gave up on the idea the Confederacy should include all the slave states, including Maryland, and Kentucky, but I could be wrong.
