The man who vacated the seat in congress taken by Clarke was Robert B. Van Valkenburgh who was at one time colonel of the 107th New York Volunteer Infantry and it's commander at Antietam.After the war he was made Minister to Japan. It was him who prevented the delivery of the CSS Stonewall to the Tokugawa clan during the Boshin War.
