Its a reproduction. Waterbury did not make a CW CS staff officers button and according to my poorly written and outdated button books,the SC buttons are also post war.
 
I always remember the PBS "Antiques Road Show" that had a soldier's uniform. It turned out, of course, to be a Veteran's uniform however, it was made with original buttons. The buttons were worth $100-$200 each, as I recall, and it had plenty of them. So it was a good find.
 
Unfortunately it is not even a good reproduction, the wool is not fine enough and the buttons are current day with one exception and it is post war. This looks to be a Servant's made uniform, they were a costumer in Gettysburg, now a Dairy Queen.......
