I'm guessing this is a promotional/souvenir photo of an actor in a costume for a play, maybe? His hat looks anachronistic for the 60s and there's something about his coat not right. He almost looks like someone in the 60s dressed to look like someone from the 40s or 50s, maybe? But that wouldn't fit with a character of a carpetbagger, but then again, you'd think a character of a carpetbagger would be given an actual carpetbag to carry, and this looks like painted cloth or rubber or something waterproof. A salesman's sample bag maybe? He's obviously meant to look sly and crafty.
