Just an off the wall question. How do you think they came to this number? What was the cost per soldier killed on either side?
 
Based on the source, I believe propaganda. There is no way for them to know dollars spent in war effort at that point in time. Years later, after the war maybe. They are only talking monetary value. There could be no price on the human suffering that took place.
