Attended the West Chester Academy in Chester, Pennsylvania​

Occupation before War:

1844: Served as a machinist at Harpers Ferry Armory, Virginia​
1849: Acting Master Armorer serving at Harpers Ferry, Virginia​
1854: Worked at Ames Manufacturing Company in Massachusetts​
1855: Chief Engineer for Royal Small Arms Manufacturing Company in Enfield, England​
1855: Burton's modified design for the Minié bullet was adopted by the United States Army​
1860: Contracted with J.R. Anderson & Company to provide drawings and components for the newly reactivated Richmond Armory​

Civil War Career:

1861: In June, Burton was appointed Superintendent of the Richmond Armory​
1861 – 1865: Lt. Colonel in the Confederate Army​
Commander of all Southern Armories​
1862: In June, Burton established a Confederate Armory in Macon, Georgia​
Helped get weapons for the Confederacy in England​
1865: Captured at the Confederate Armory in Macon, Georgia in April​
1865: Signed the Oath of Allegiance and​
1865: Granted Presidential Pardon by Andrew Johnson on October 4

One biography of him states that he initally got into trouble with the Confedetate Congress in his role as an official in the ordinance department. What exactly did he do to upset the Congress?
