Every year on his birthday there is a ceremonial wreath laying at President Arthur's grave in the Albany Rural Cemetery, just north of Albany, NY. The New York National Guard and local Union reenactors are there.
 
He was a more effective President than one would expect from one tightly associated with the NY political machine. His VP position was a deal between Garfield and the NY politicians. Arthur implemented some of Garfield's agenda.
 
In a biography I read, Arthur was a NYC political hack. Who on the death of Garfield had am almost Damascus Road turn around and implemented many of his policys.
