On April 10, 1869 the Additional Reconstruction Act for Virginia, Mississippi and Texas was passed by Congress. Here is the text:

This is very interesting stuff. Many people are unaware that as a requirement for representation in Congress, former Confederate states had to authorize Reconstruction Amendments. I remember speaking to a few people about this, and one woman was surprised.

When we know this, we realize the depth of the resistance in the former Confederate states to equality for the freed people, and the lengths to which Northerners went to enshrine equality into the Constitution.

It also shows that as Congress became aware of earlier elements of civil rights legislation being defied it kept trying to use a problem solving approach to rectify.
