Delaware was a slave state at the start of the Civil War. How active were the pro Southerners in Delaware during the War? I am not sure that the Delaware units controling anti Union activity had too much to do.

I never came across in Dyer's Compendium of any counterinsurgency activity nor for that matter in Maryland.

There were folks who lived in Delaware City which is directly across the river from Fort Delaware who were sympathetic to the southern cause. One preacher was even imprisoned at the Fort for preaching support of the southern cause.

In Sussex and Kent county there was a good amount of Southern sympathies. Union soldiers came up the Nanticoke river by steamer to disarm Delaware home guards that had confederate leanings.

All that and more is covered the the book I linked above.
