If you look at 1856 of this bio you'll see The US Congress decided he was not entitled to a seat in House.This was due to him beating a Colonel William B. Archer in the previous election and now having the election challenged because of "irregularities" by that same man. The two basically had a repeat of the election for this seat where Allen won again but wasn't allowed to serve until November of 1856 and only served till March 3, 1857.
