There were certainly some poorly made clothing at the start of the Civil War. some of the clothing made by individuals and some by tailoring shops. The need to clothe soldiers quickly played in to this problem.

Sounds like the seams were splitting based on the comment "invariably rip.......into the original pieces" my guess is that thread was scarce, or the tensile strength was inferior at that time of the war. One would think that cotton thread would be in abundance.........
