Trivia 9-27-19 Ramming On The River & Bonus

1. Henry Martyn Robert (May 2, 1837 – May 11, 1923)
2. In 1876, Robert published the first edition of his manual of parliamentary procedure, Robert's Rules of Order, which remains today the most common parliamentary authority in the United States.

If this is the man then he was born in South Carolina not Georgia. Robert was born in Robertville, South Carolina, and raised in Ohio, where his father moved the family because of his strong opposition to slavery. Don't know how you could mislead us by saying born in Georgia.
 
On the bonus I am going with Montgomery Meigs although while he was trained in engineering, and served as an engineer prior to and after the war, he was quartermaster general during the war. Born in Georgia, West point grad, I don't find where he was inspired in a church service, but his most famous work would be Arlington National Cemetery.

Inspired by a disorderly church meeting, he published the 1st edition of Robert's Rules of Order, a manual for parliamentary procedure, in 1876. (All the clues fit - West Point educated; engineer; loyal to the Union; inspired by disorderly church meeting - but everything I can find, says he was born in Robertville, South Carolina, very near the state line, but not in Georgia.) Bonus: Couldn’t find anything about this individual being born in Georgia, but he was born in Robertville, SC right on the border with Georgia. His father was the first president of Morehouse College. He was in a disorganized meeting at the First Baptist Church in New Bedford Massachusetts.

Edit - As numerous players pointed out, the clue about Robert being born in Georgia was in error.

That being the case, I am going to accept Montgomery Meigs as an alternative answer. He actually was born in Georgia, and satisfies all the other clues except the one about a disorderly church meeting. I am also accepting either Arlington National Cemetery or the dome and wings of the Capitol Building as a correct answer for the part of the question that asked about his most well-known achievement, since I wouldn't consider either of those to be appreciably more well-known than the other.
