Transferred to the Army of the Potomac under George McClellan, Cox’s Kanawha Division led the attack at Fox’s Gap at South Mountain on September 14, 1862, where Hayes was again wounded leading the 23rd. Hayes was subsequently promoted to brigade commander in the Kanawha Division. His next action was to pursue John Hunt Morgan in his July, 1863 cavalry raid in Ohio, engaging him shortly before his capture at Buffington’s Island.

Either way Hayes and McKinley were definitely involved!

Edit - My rule of thumb in scoring these questions is that if somebody can provide a link to a source that says an answer is correct, I will accept that answer, even if other sources say it isn't correct.

Several players have provided links to a source that states quite clearly that James A. Garfield, Rutherford Hayes, and William McKinley were all present at the Battle of Buffington Island, which was the climax of Morgan's Raid.

While I personally do not believe that Garfield was present at that battle (most sources say Garfield was in Tennessee at the time, serving as Rosecrans' chief of staff with the Army of the Cumberland), I will accept answers that name any two of those three.
