Regular question:
I give up, I have no clue who you're looking for. I tried about every possible combination of keywords from the question, with or without quotation marks, and get results ranging from mid-17th century to World War II even when adding 1862. Maybe my search skills are lacking, but this one has me completely stymied. Hats off to everyone who finds the answer to that one!

Question
I believe you are - Wisconsin Governor Louis P. Harvey, although you did not “jump ship” you mis-stepped and fell overboard - and the reward was not offered for your apprehension - but for the recovery of your dead body.

You are: Henry Dickerson McDaniel (1836 – 1926)
The Position in State: 52nd Governor of Georgia (1883-1886)

Although this man did not "jump" ship, the other clues provided seem to indicate that the desired answer could be Louis Powell Harvey?
BONUS:
Henry Dickerson McDaniel

At Gettysburg he was a Lieutenant in the 11th GA. The position he held later was Governor of Georgia. wiki/Henry_Dickerson_McDaniel
