I believe the answer to the first question is Thomas William Sweeny, though I can't find any source that mentions his being washed overboard on his way to the United States.

Answers to second question: 1. Isaac Stevens; 2. 79th New York Infantry (Highlanders, which explains the reference to skirts); 3. Battle of Chantilly; 4. 5 feet, 3 inches.
