No idea. The Palmetto implies South Carolina, but since Confederate troops rarely used shoulder boards, ....
What a shoulder board like this would say is, if its official, would be a lieutenant in an infantry unit, possibly from a South Carolina unit.
There were Union troops from South Carolina, but cant find anything on their shoulder boards beyond the normal regulation.

Ebay sellers show it as a South Carolina colonel - it is definetly not that unless some Colonel wanted everyone to think he was Lieutenant - rather doubtful.

Edit - You should have believed the Ebay sellers.

Rank insignia of a Colonel in the Volunteer Forces of South Carolina, as established in December 1860 before Confederate regulations existed.

Edit - I will accept answers that specify the insignia corresponded to a colonel from South Carolina. The source submitted by Wallyfish in post # 9 shows that it was specifically for a colonel, not a lieutenant, a lieutenant colonel, or any other rank.
